Well, the SpeedTest result image shows that your upload speed is about the norm for ADSL, but the download speed is atrocious..!

Have you been back in touch with your ISP, as they already said that the line is (or at least was) damaged..? From the result pic, I would hazard a guess that whatever damage has been done to the line is affecting the higher frequencies that the ADSL section of the line uses - which is the part that the download lives in........which would explain why you're seeing what you are...

That makes sense... but then why is ytorrent still getting full speeds?? Where nothing else is not even if I try to download a file off a website. Youtube is still unusable cuz of the speed.

Have you been back in touch with the ISP to find out what the score is with them yet...?

Oh, and if you are using ADSL (rather than DSL) then have you checked [or tried replacing] the filter..? I've often seen them doing similar when they're starting to fail...

If you're using DSL, then you might find it handy to turn the cable modem and you computer off, and then connect your machine directly to the cable modem and bring them back up (PC after the cable modem has "settled" and is ready) to test whether it is working without the router in the line - as I've had to replace my old DSL router for having a flaky WAN port (it was messing up the upload; but due to the 'figure of eight' thing discussed/explained earlier, it meant that we noticed it on the download - as the ack packets weren't getting returned properly) and doing this tested that...
